Amends penalties for theft and related offenses. Amends the number of theft offenses needed for a felony theft offense.

Increase the severity of penalties for misdemeanor theft, specifically by increasing potential jail time and fines.

Lowers the threshold for felony charges related to repeat theft offenses, changing it from a fifth conviction to a third conviction.

Broadens the scope of offenses subject to these enhanced penalties to include various forms of larceny and related criminal behavior.

Applies to cargo and freight theft.
