Amends state law to allow port funds to be used for zero and near zero emission cargo handling equipment and prohibit the use of those funds for fully automated container handling equipment.

Revises port district financing rules to clarify that port moneys may be used to purchase zero and near zero emission cargo handling equipment and related infrastructure, and prohibits use of those funds for fully automated marine container cargo handling equipment.
