Summary

Requires certain regional transportation planning organizations (RTPOs) to include goals for reducing greenhouse gas emissions and vehicle miles traveled in their regional plans.

Issue

Requires certain regional transportation planning organizations (RTPOs) to explicitly include goals for reducing greenhouse gas emissions and vehicle miles traveled in their regional plans.

Requirements specifically apply to RTPOs containing counties with high population densities (at least 100 people per square mile) and total populations of at least 200,000, as well as certain other coastal or river-bordering counties.

Mandates that these organizations develop strategies for facilities, services, and financial plans that align with state environmental performance targets.

To meet the bill's GHG and VMT reduction mandates, regional plans are incentivized to shift heavy goods movement from long-haul trucks to more carbon-efficient modes, including rail and shore power.

Also includes increased fees for heavy vehicles to address the disproportionate "wear and tear" on roadways,
