Summary

Issue
Requires a commercial motor vehicle operator to demonstrate sufficient English proficiency able to converse with the public, read traffic signs, and fill out reports to lawfully operate such a vehicle. Failing to demonstrate this could result in a misdemeanor offense and prohibition from operating the commercial vehicle until requirements are met, with fines and employer penalties if violations occur.
It also specifies that a person holding a nondomiciled CDL or commercial driver instruction permit in the state must have a valid work visa and proof of citizenship to validate identity while operating the commercial vehicle; failure to possess these could result in fines or prohibition from operating the vehicle.
