Summary
Creates electric-fuel road-use tax for commercial trucks, based on miles driven rather than gallons purchased.
Issue
In a package with HB 5433 and 5435. The package imposes a tax on electricity used to power large commercial electric vehicles (e.g., semis) on Michigan roads. The tax would be based on the motor fuel tax rate (for gas or diesel fuel), using miles traveled in Michigan and the average miles per gallon equivalent of the applicable electric vehicles. It would require commercial motor carriers using electric vehicles that operate only in Michigan to be licensed by the Department of Treasury. Amends the Motor Carrier Fuel Tax act by requiring motor carriers operating heavy commercial vehicles on Michigan public roads to pay a road-use (fuel) tax.
This bill defines electric fuel as electricity used to operate heavy commercial vehicles on public roads. Requires motor carriers using electric trucks to report miles driven in Michigan. Converts those miles into a fuel equivalent to calculate and collect a road-use tax.
