Requires applicant for commercial learner's permit to be a U.S. citizen. Requires applicant to certify they are able to read and write in the English language.

Amends the Illinois Vehicle Code. Requires an applicant for
a commercial learner's permit to be a United States citizen, which prohibits lawfully permanent residents or foreign domiciled persons from applying for a commercial learner's permit. Requires the applicant for a commercial learner's permit to certify on the application that the applicant is able to read and write in the English language.
