Creates the Clean Fleet Enterprise program to replace/scrap older diesel heavy-duty trucks.

Establishes a Clean Fleet Enterprise program to help eligible fleet owners replace aging heavy-duty diesel trucks (model year 2009 or older) with newer heavy-duty trucks (model year 2018 or later) through grants, rebates, loans, and other financing mechanisms through 2031. The program requires the older truck to be permanently decommissioned.

Addresses vehicle emissions, fleet replacement costs, and equipment maintenance. Provides financial assistance to smaller and mid-sized carriers seeking to replace older equipment. Larger fleets and companies with more than $100 million in annual revenue are excluded from applying.
