Increases fuel excise taxes incrementally, raising the tax on gasoline from 18 cents to 21 cents per gallon in 2025-2026, 24 cents in 2026-2027, and 27 cents from 2027 onward, with a provision for future indexing based on the National Highway Construction Cost Index.
