Summary

Authorizes motor fuel tax rate changes based on certain DOT expenditures.

Issue

Provides that for each fiscal year that the DOT's internal expenditures exceeds eighteen percent of the Department's total expenditures, as reported in the required annual report, the motor fuel tax shall be reduced by one cent per gallon for the following fiscal year.

This reduction shall not reduce the rate of motor fuel tax by more than five cents per gallon below the rate of motor fuel tax in effect as of August 28, 2025.

If the department of transportation's internal expenditures are less than eighteen percent of the DOT's total expenditures, as reported in the required annual report, the motor fuel tax rate in effect for such fiscal year shall be increased by one cent per gallon or increased up to the total rate in effect as of August 28, 2025, whichever is less, for the following fiscal year.
