Directs the DoT to create goals and incentives for private fleet electrification, including for commercial motor carriers and freight services. The Dept. of Energy Resources is also tasked with designing an incentive program to reduce barriers to fleet electrification, including conducting a needs assessment to identify potential financial challenges for different vehicle operators and municipalities.
