Requires crew of at least 2 for train or light engine used in connection with movement of freight be operated unless it had a crew consisting of at least 2 persons. Imposes fines upon a company for violation.

Provides that no train or light engine used in connection with the movement of freight may be operated unless it has a crew consisting of at least two persons.

Any company, individual, or business entity that willfully violates this section may be subject to a fine as follows:
Not less than two hundred fifty dollars, nor more than one thousand dollars, for a first offense; Not less than one thousand dollars, nor more than five thousand dollars, for a second offense committed within three years; and Not less than five thousand dollars, nor more than ten thousand dollars, for a third offense and for subsequent offenses committed within a period of three years.
