Establishes young driver program for commercial driver licenses.

Requires the New Jersey Motor Vehicle Commission to establish a program to increase the number of young drivers who possess a commercial driver license. The program is to be established in consultation with experts in the commercial trucking industry. The commission is required to include information on the program in its annual report.
