Establishes a for-cause requirement for inspections of motor carriers on possible vehicle weight and load violations.

Provides that any agent, patrol officer, motor carrier enforcement officer, or motor carrier inspector have reason to believe that the weight of a vehicle and load is unlawful to stop and examine the vehicle.
