Creates a statewide commercial license valid only within the state.

Directs the Department of Public Safety to create a statewide commercial license valid only within the state. Additionally, the measure directs the Department to create an independent
test for the commercial license. The commercial license shall include all vehicles excepting Class D motor vehicles.
