Enacts an Advanced Clean Fleets law to reduce vehicle emissions for medium- and heavy-duty vehicles. Provides that,
commencing in the year 2027, no fleet operator may newly purchase or lease a drayage truck, defined as on-road vehicles that transport cargo between a maritime terminal and intermodal rail facility, distribution center, or other near-port location, unless such truck is a zero emission vehicle (ZEV) or near zero emission vehicle (NZEV) model. Provides penalties for violation.

Carries-over to 2024. Pending Committee action.
