Summary
Updates governing of owners and drivers of commercial motor vehicles to federal rules and regulations.
Issue
Revises list of applicable federal rules and regulations governing owners and drivers of commercial motor vehicles.
Revises requirements for issuance of temporary commercial instruction permits. Authorizes reinstatement of a commercial driver license after a downgrade of the persons privilege to operate a commercial motor vehicle requiring the department to obtain a drivers record from the Commercial Drivers License Drug and Alcohol Clearinghouse under certain circumstances. Prohibits the department from issuing, renewing, transferring, or revising the type of authorized vehicles or the endorsements of certain commercial driver licenses or commercial instruction permits if the department receives a certain notification. Requires the department to downgrade a commercial driver license or commercial instruction permit if the department receives a certain notification requiring the department to reinstate a commercial driver license or commercial instruction permit under certain circumstances. Provides that the department is not liable for certain commercial driver license or commercial instruction permit downgrades. Designates the exclusive procedures for downgrade of commercial driver licenses or commercial instruction permits. Authorizes the department to issue at no cost a specified driver license to certain persons prohibited from operating a commercial motor vehicle.
