Clarifies that independent owner operators using their own vehicles are exempt from coverage under unemployment compensation laws.

Clarifies current law stipulating that independent owner operators using their own vehicles under contract for a motor carrier are not covered under the unemployment compensation laws required for both regular motor carrier employees and independent contractors (primarily drivers) for motor carriers that do not own their own vehicles for hire.
