Expands membership of the Rail Freight Advisory Committee by adding labor representatives.

Increases the membership of the Rail Advisory Committee by adding four representatives of organized labor, each to represent one of the following areas: coal labor, steel labor, intermodal labor, and railway labor. And to add one representative from the Pennsylvania Chamber of Commerce.
